Processing fees are non-refundable. By default, processing fees are passed through to the payer, but there are a few occasions that result in the ePayPolicy account owner covering the processing fee.

Those scenarios are:

1. NSF or bounced ACH payments - when this occurs, the gross payment amount is pulled back from the bank account where funds deposited, which includes the $3 transaction fee the payer originally covered. 
2. A payment is refunded through the dashboard and the agency elects to refund the full fee or a portion of the fee.
